Expected result: AGENTS.md and .excellent/{context.md,cli.toml} are scaffolded in the current repository, ready for checked work.

If it fails, the command exits with the missing prerequisite or permission it could not use.

The agent's "done" is a claim. Excellent's job is to be the thing that goes and looks — with evidence the agent did not author, reached by a verifier that is not the agent. Start at the quickstart.
