Checks and results

The plain result labels used by Excellent: Verified, Returned, Needs a decision and Not checked, and why a check that cannot run stays visible.

Checks decide whether a claim held.

A check returns one of four plain states:

Verified
Returned
Needs a decision
Not checked

If a check cannot run, the result should remain visible as Not checked rather than disappearing from the denominator.
