Promotion and rollback

Promotion changes the agent setup after a candidate holds up on work it did not see.

excellent promote <candidate-id>

Expected result: Excellent shows the exact diff and asks for approval before promotion.

If regressions appear, roll back to the prior version from the promotion receipt.
